Playing with tickets instead of developing tracks

Vic governments failure to extend the old technology of rail is a blatant example of their complete failure to understand what sustainability is and means .
How can they invest 1,3 billion in a  ticketing scheme when the real need is to expand the service , lower the rail lines and develop a lot more basic low cost high return transport . The technology for improving the rail service is old hat and if the children weren't in charge those adult experts would still be in the service ( and not have to be contracted )
Now we have the outrageous situation where we have union leaders in charge of the work . No wonder a little job  costs the earth and the expert's have no respect for the boss!
The answer - train and keep people in the public service who don't automatically fall for the new toys arguments. .
